Verify a refusal receipt

When RadMailrefuses an unsafe send — a wire change, a money request, a first-contact sender — it issues a signed receipt. Paste it here to confirm it's genuine and unaltered. This page never touches anyone's mailbox; it only checks the signature.

A receipt carries only the decision id, the reason class, and a timestamp — never email content. The deterministic firewall behind it (money / changed-banking / first-contact = human-only, forever) is described on the trust page.
